Our Board is made up of leading community members who work to protect and save animal life and provide for the public good. The organization was spearheaded and formed by Donna Torch, the Town of Hancock NY Animal Control Officer. Donna is a season and trained industry professional who specializes in working with the town to ensure animal welfare as well as protection for the citizens. Donna also worked with the community in 2021 to help establish Hancock Hounds Dog Park, Inc 501c3 to secure land and build a Town Dog Park, located at the town hall at 661 W Main Street Hancock, NY 13783. This has been a great stepping stone within the community garner public support for a new Animal Shelter.

Hancock Happy Tails Animal Shelter & Rescue, Inc. is a New York State 501c3 Federally recognized charitable organization as of November 2023, operarting as a non profit group since November 2022. Our mission at Happy Tails is to raise awareness of the ever growing plight of homeless animals in this country, both in shelters and those dumped on our streets. Too many animals are euthanized every single day simply because they are homeless. We want to introduce these animals to the public and educate people that unwanted companion animals are not damaged goods or unworthy, but really can be great family pets. Because the abuse, neglect, cruelty and medical cases cost shelters the most money and are the most urgent, they are often the first animals euthanized. Our focus is on the rescue of these urgent animals and provide them the care they need and deserve. Our intent is that all of our animals will be vaccinated, heart worm tested, & spayed/neutered.
All of our home fosters or adoptions, will be fully screened, including references and vet check, an interview with the applicant and a home visit to ensure the home is the right fit for the animal.Our message is one of teaching general animal care and welfare, population control through spay and neuter and disease control for the town of Hancock NY and the greater Hancock area.
Our new Cat Care Program is one of the most successful animal population control programs the Town has seen in many years. This program is volunteer run, who arrange for the trapping, and transportation of feral cats in the region of Hancock NY. The villahe and town in recent years have become over populated with many staring, mal nourished, and diseased. We hope to ensure their survival and public safety by providing spade/neutering services at cost with regional partners at the Animal Care Santuary Clinic, who provide these services at a base line cost that is affordable to many in the area.
